Outdoorsman is a possible support Skill you can level up during gameplay.
It's starting value is:
Being a support skill, it can be leveled up to 200%, however, it can only be leveled by using the skill, not by putting Skill Points into it.
Each % increases the chance of gaining more materials from scavenging, mining, woodcutting, skinning and similar actions. The very same actions level up the skill, though harder actions (like skinning non-humanoid bosses) will give you a higher chance to improve the skill.
Scavenging too low of a resource, far beneath your skill level, will never level up your Outdoorsman. You will need to find harder and better scavenging opportunities to level up that skill to its maximum.
